Certificate of Good Conduct from Overseas?

We are former residents of Doha (lived and worked there fom 2000 2008) and are currently in the process of applying for our Australian citizenship. One of the requirements for submission is a Certificate of Good conduct from Qatar.

There is no Qatari embassy here in Australia. Does anyone know the process of applying for a CGC for someone who is overseas?

Appreciate any assisstance on this matter.
