Difficulties for teens to make friends

Hello all! We moved to Doha at the end of January. We live in a nice coumpound full of kids but...
My son is 12 years old. He goes a Cedars Tutoring school. Since the school is small, it is hard to make lots of new friends that are available to do things outside of the school.
He now knows English (we are French Canadians) and he is very kind and caring.
In the compound, well it should be easy for him to make friends. But it's not that easy. Seriously, most of the kids are from Libanon (or other arabic countries), and they certainly dont act as if anything was important. They are not the nicest kids around, the parents let them do anything they want, the security guards don't have any leverage on them... well I'm sure you see the drill. So, my son doesn't feel comfortable hanging out with them. It's hard for him not to have friends and hard for us to see him like that.
Well, if you are in the same situation as us, please give us some great advices and even contact us if you have teens in the same situation. We could meet and see what happens. We also have another son who soon will turn 4 years old. We live in Abu Hamour which is quite far from the Canadian School.
Anyway, we like everybody and everyone who is nice, kind and well behave. That's all my son really wants, great reliable friends. Are you one of those? Hope to hear from a lot of people. Hope to be able to find friends for my son.

You will notice a lot of street smart kids out there. You will have to wait a little to find the right kind of friends for your son. Meanwhile enjoy being with each other. It will not be for long he will be staying to spend quality time with you. Once he finds friends he will disappear into the coccoons they make.
