Visa for my second child in Doha

My wife will give birth to our second child in a few months.

Does the procedure in obtaining visa for newly-born in Qatar changed?

I did not have problem sponsoring my first child (who was born here in Qatar). I just need to fill out the form from a translation office, present the requirements and pay the fee.

My wife is not under my sponsorship. Does it require for her to transfer visa to my sponsorship to be able to sponsor our second child?

Can someone provide a clear idea, because I found that most of the time rules change often here in Qatar.
