DID CC TV CAMERA ALSO GIVING PENALTY??

TODAY I HAD CROSSED IN RED LIGHT AT KAHRAMA SIGNAL I AM SURE THAT THERE IS NO ROAD CAMERA BUT THERE IS CC TV( SURVEILLANCE ) CAMERA. IT WILL BE PENALTY OR NOT? PLS HELP
